More than ten years ago when I worked in an aerospace organization, some paper reviewers in US discussed a very "strange but obvious" situationin about the papers from China. The paper quality was in general poor and of low tech value, but the authors were extremely eager to accept feedbacks and critiques from the review experts (primariy US aerospace practitioners in Boeing Research, Lockheed, DARPA, NASA, etc). They asked questions humbly, made suggested "corrections" timely, demonstrated great interests in corresponding more in depth, but in the end showed low commitment to actually publish...The US reviewers, gradually and collectively, developed a feel of fishing!

他们想搞项目，不知道设计是否可行，写成论文假装投稿。评审会指出问题，他们根据评审意见改了，再“投稿”，态度很好，继续请评审提意见。几个回合下来，他们的设计中的问题都改了，他们知道该怎么做了，然后撤稿不投了。

不会怎么办，只能靠骗和偷了，不然怎么弯道超车。事实上只要在厉害国开厂，那就别想有秘密了，等秘密都被偷师后就被挤出市场，这是家中长辈回首往事的结论
